The
research project is concerned with the possible
methods of modernising the public administration
in Cyprus. Proposals will be made for the
efficient management and structural functioning
of the Public Sector.

the Transition Economies and their Harmonisation
with the EU. The scope of the research project
is to develop a strategy, for modernising an
economy in the transition period, before full
membership in the EU, taking into consideration
the social and economic costs.

Transition Economies.
The
research focuses on the transition economies and
investigates the social and economic
inequalities that exist in these economies. The
research, aims in identifying key variable
factors, influencing the development of a cost
effective strategy, for the successful
transition of these economies to the free market
economy, and their accession to the European
Union.
Louca,
Ch. Tax and Benefit Reform in the Transition
Economies.
If, a
country reforms its tax and expenditure system
at the same time as it pursues general
transition reforms, the theoretical case for
reforms resulting in fiscal pressure is
weakened, because the efficiency of tax
collection increases (see e.g., Ambrus-Lakatos
and Schaffer, 1997). This issue is related also
to a broader theme concerning the quality of
governance/public sector in transition
economies. This is reflected in the analysis of
fiscal policy through the link to tax evasion,
with the possibility that fiscal deficits arise
where revenue collection is poor and tax evasion
is rampant (Johnson, Kaufmann and Shleifer
(1997) have collected information about the
share of informal economy in transition
economies). Regarding growth determinants in
cross-country comparisons, the overall quality
of government and institutional environment have
attracted increasing importance (see Havrylyshyn
and van den Rooden (2000) for the study of these
issues in transition economies). Evidence from
transition countries suggests that such an
analysis undertaken by our research team would
certainly be worthwhile also in the context of
fiscal policy.
Louca,
Ch. Social Problems affecting the social
development and growth of Cyprus.
An
analysis of the social problems (due to
divorces, drugs, crime and illegal immigrants),
in the Cyprus society and their impact on the
social development and economic growth of
Cyprus. The research project will continue
covering a completely social issue, regarding
the extent that education contributes to the
development of self and character, and to the
mitigation of the social problems.
Louca,
Ch. Modernising the Cyprus Economic Policy
Relative to EMU.
The aim
of the research project is to study specific
policy issues regarding the adjustment of Cyprus
economy in meeting the targets of the EMU.
Issues that will be studied are the monetary
policy, budgetary policy, shocks and market
adjustment. The current economy, the budget
deficit and the required developments in the
employment conditions will be investigated as
well, in order to enhance performance in view of
sustainability of competitiveness.

Ch. Public Expenditure and National Income: Time
Series Evidence from Cyprus.
The
research project will investigate the existence
and nature of long-run relationships between
Cyprus National Income and four categories of
public expenditure. The relationship between
GDP and public expenditure as well as
“productive” public consumption; between GDP and
public sector personnel expenditure; and GDP and
public-debt service expenditure.
